| Subject: Got H&C Stage 1 Approval But Can't Get Passport |

I had a wall of text written up, but perhaps I´m better off if I just keep it short.
My H&C application just went through and I have my stage one approval, or approval in principle, whichever you prefer. The problem now is that I don´t have a passport to continue the application - my ´home´ country won´t issue one to me. I suppose that for all intents and purposes, I´m stateless.
So my question is: how rigid is the passport requirement for PR? Can I submit a letter explaining my situation and perhaps get an exception, or am I just completely SOL?

Don´t panic if it was a true H&C the passport is not required read section 16.9 PPT waiver. http://www.cic.gc.ca/english/resources/manuals/ip/ip05-eng.pdf

Thanks for replying Roy. If I read that correctly, that´s an exemption that can be granted after stage one, right?
The CIC officer wants a passport, fingerprints and the generic application forms to be mailed to them within 30 days, so what do you suggest that I do at this point? Write a letter?

Just write letter to your case officer and explain her/him.
BTW , which country is this one? May be I cab give you some ......... Trick how to get pp fom them

If your from Kosovo or Albania those countries will not issue you a passport without being present personally. There is no trick to getting a passport. It is always best to tell the truth.

Your expired travel document or passport +
the letter from your embassy explaining why a new passport cannot be issued +
the landing officer prepares to waive the passport requirement under H&C stream = landing as PR.
If not, CIC may need an emergency travel document from your embassy which is a very expensive process.

I JUST CAN´T WAIT TO POUNCE ON THOSE GIVING WRONG IMMIGRATION ADVICE FOR SOME REASON.
First issue is what type of H&C application was submitted? Notice (whyme) never answered the question!
If (whyme) did a In-Land Spousal based on Public Policy a Emergency Travel Document or any other document other than a PPT would NOT be acceptable.
If (whyme) is a dependent of a Protected person CR a Emergency Travel Document would be allowed and they are normally only valid for thirty days. Good luck at being approved within 30 days. Emergency Travel Documents are not expensive!!!!
What is required if (whyme) actually submitted a normal H&C application is found in Immigration and Refugee Protection Regulation R72(1)(e)(ii) and explained above in the Inland Processing Manual IP5 lixted here and above. http://www.cic.gc.ca/english/resources/manuals/ip/ip05-eng.pdf

As far as I´m aware, it´s just a normal H&C. Undue economic and social hardship and all that. I don´t even have an expired passport. Not sure how I can provide evidence that I applied for a passport and was denied. I suppose I´ll just walk into a consulate and find out.

Apply for a passport and receive a letter of some sort. Otherwise, you are not landing as PR!
Your passport requirement must be waived by the landing officer at the time of landing.

I received Stage 1 approval Sept 2012, bless God. Thank you CIC.. I applied for temp work permit which I just received. I have not yet received medical or police check directives. Is this normal process time for the med to be done
