Holiday Work permit refusal

Subject: Holiday Work permit refusal
  I am an Australian citizen who has recently applied for a Canadian holiday work visa.
My work permit application was refused.

My refusal letter stated the following:
You have not complied with our request for information, as per section 16(1) of the Immigration and Refugee Protection Act. To date, you have failed to comply with our request for the following documents: Passport.

I am not sure what I have done wrong. I never sent my passport as it stated not too as I am applying from outside of Australia.  I did scan my photo page of my passport in PDF format and uploaded that in my document checklist application however I didn´t scan other copy´s of my passport pages that contained stamps and visas, which I now realize might have been where I went wrong.

Can I reapply? And if so do I have to start from the very beginning or can I can I just reapply from stage two?

I have asked a level representative to help me and he has sent out a CAIPS to find out went wrong, but i need to know urgently as i turn 31 in one months time.

my legal representative seems to think I did everything correct however if I want him to redo my application he wants to charge me $700 which seems excessive for an application that I have already done myself.

I would greatly appreciate any advice or help as I am lost as to how to proceed
