Hi,
I am planning to apply for Canadian Immigration from India.
1. Where do I send my fingerprints for police clearance?? 2. Do I need to submit Income Tax Clearance certificates with my application??
3. Are the University Sealed Transcripts mandatory?? will attasted marksheets do?

Where are you applying from?
If you are applying from US you need fingerprint check by FBI; else you can simply get a letter of no objection from police in your home town in India.
Yes, you do need income-tax return, transcripts etc. These can be attested, you don´t need to get sealed ones.
