Subject: Applying for the second time for a PR
  My PR was approved in 2009, however due to a lot of complications in my family I was unable to migrate. So after three years I lost my PR status (I still have my PR card with me) in 2012 July.

My question is, can I reapply for the PR again, what are my chances of it getting approved, will the fact that I did not migrate on the previous occasionn disqualify my application? What is the process I have to follow if I am going to reapply again?

Yes - you can reapply.
No - you aren´t disqualified because you didn´t previously migrate.

thank you for the reply, do I have to hand over the PR card which I got previously, and if so when and how do I hand it over?
