Subject: Please Advice on this one!
  Gurus Please Help!:
My brother got a 5.5 Band on the IELTS(8 points on the English). He falls 2 short of the required 67 points for the skilled worker category.

He has a BS in Mechanical engineering with 5 yrs of work experience with pretty strong english.(All academics in english)

Can I still apply for him making a case with some kind of an explanation for the Language proficiency, Instead of submitting the scores?

His Visa center will be London.
OR
Can he apply to Quebec and go thro that route?. When I did a self-eval on the Quebec´s site, Inspite of him
not knowing any French, he still qualifies for Quebec.
would anyone please take some valueable time to look at my case and give me any suggestions/Thoughts that you might have!

to be brutally honest... there is 900,000 applications waiting in line that claim to have 67 points. I really doubt that you would be able to convince them to let 65 go through. I am told it is technically possible but there is not motivation for CIC to do so at the moment. Perhaps someone else can give you better news.

I suggest you ask your brother to send in the application with an English proficiency letter. His application may or may not be accepted (without IELTS score). If it is accepted at least his application will be in queue.

In the mean time ask him to prepare for IELTS before appearing in it. If his english is "pretty strong" like you mentioned it should not be difficult for him to improve his score and get the require 67 points.

to be selected for quebec u have to speack french,if u dont then u wont be selected.

but that doesnt mean that u have to master the french language,just being able to talk in the interview :)

Even if u hv the qualifying marks for Quebec but don´t know French, then u can´t get thru (b´cos the interview will be conducted in French)

For you to convice CIC that yr English is good u need to get Band 7-8 in IELTS. period. A good option for yr brother wud be to attend the short term preparatory course for IELTS and get the required band.
