There is no such a thing as a travel visa. The chances of that girl on getting her visitors visa approved are slim to none.

Visitor´s visas a issued for people that are coming to Canada as a "VISITORS" and have no intention of staying in the country beyond their authorized point.
Even if the visa is approved, she could be refused of entry at the airport.

In addition to DocD´s statement, it is important that your invitation letter indicates your support of her during her stay in Canada, i.e., board and lodging, etc. and you have the means to support her stay. Don´t include any statement that will make the immigration officer thinks your intention of keeping her in Canada, as it is not the purpose for granting visitor visa. Most importantly, your girlfriend should be able to provide proof of her ties in the Philippines (e.g.,she works there, she studies there, own properties, have old parents / kids to take care of,etc.) to convince the officer that she will be returning to her country.

Even if she get approved of visitor visa, she should not bring any evidence that would drive the immigration officer in Canada to think that she would stay for good in Canada... example, goodbye / good luck wish cards from friends and family, your love letters telling you can now be forever... she will be questioned a lot and you too which might lead to her deportation.

Good luck to you and your girlfriend... Go to Philippines and marry her if genuine love is in the air.
