i came to canada in 2010 on study permit, i apply for permanent residence in 2012 October, i got my permanent residence card in 2013 April, when can i apply for canadian citizen, what are the requirement, would they counts the number of time am in canada hope to hear from you

Based strictly on the current rules, the earliest you can apply is 2 years from the day of your landing. However, rules are about to change soon and you will have to accumulate 4 years of physical presence in Canada before you can apply for citizenship. So you are looking at applying some time in 2017.

The first thing is to learn how to speak English.

Then, you must have resided in Canada for at least three years (1,095 days) in the past four years before you apply.

That is the law so far.
