Subject: NOC and Eligible Occupation list
  Hi,

My wife is HR professional. She was HR officer for 10 months in organization. Previously, she was Manager Learning solutions (or training and dev) for 3.5 years.
Is she eligible?

Secondly, I am a bit confused about NOC and occupation list. Lets take an example of occupation Human Resource Manager (0112). Now is it important that the candidate must have a title determined in NOC code list? In this case, is it important that the applicant should be at managerial position as HR or any one can apply under this category with HR degree and HR experience (whether training or as HR Officer) which is included under "Classified elsewhere" with different NOC codes. also what does this mean:

in one of the 50 eligible occupations, and whose application is received under the occupation´s sub-cap and overall FSW cap.. What is Sub-cap?

I am a bit confused about the section where CIC has given IELTS bands as English as first official language. Below the table is another table with heading "Second Offical Language". Does that mean if english is not my first language, i should get these scores in order to be qualified for immigration?

IELTS: International English Language Testing System

IELTS has two options for the reading and writing tests: “General Training” and “Academic.” You must take the “General Training” option.

First official language (Maximum 24 points)

CLB Level Ability: Speaking Ability: Listening Ability: Reading Ability: Writing Points per ability
7 6.0 6.0 6.0 6.0 4
8 6.5 7.5 6.5 6.5 5
9 and above 7.0 – 9.0 8.0 – 9.0 7.0 – 9.0 7.0 – 9.0 6

Second official language (4 points if you meet the minimum threshold in all four language abilities)

CLB Level Ability: Speaking Ability: Listening Ability: Reading Ability: Writing Points (total)
5 and above 5.0 – 9.0
5.0 – 9.0
4.0 – 9.0
5.0 – 9.0
4

Thanks in advance

You need to be an HR manager to apply under NOC 0112. If you work in HR but aren´t a manager, then you don´t qualify.

In your case the First Official Language would be English. You could score points for Second Official Language if you speak French and can score sufficient points on a test.

Keep floundering around in the dark or pay someone for advice that they will render after they have received all of the details.

Time saved hiring an experienced quality adviser is priceless.

If your application does not have all the t´s crossed and i´s dotted it will be rejected. This is paramount when it comes to the right NOC based on your employment letter.
