if you say you are fluent in one language or the other and you cannot demonstrate those skills in an interview - you might have a serious problem.

of course, if you can´t speak fluently, how can you conduct interview? not require you talk like David Letterman, at least you need understand what they ask and answer their questions.

I understand that, but what I meant is, do they test you in anyway other than communicating for the interview.

I don´t think they gonna test you, like "could you please tell me how to spell Buffalo?"
they are not education graduated students, haha

Well they might just give you a GMAT type exam to test your quantitative, verbal and communication skills!!

For e.g. if you expressed that you are a MS in computer Science; they may give you a procedure to work out and that sort...

Just kidding... They just want to have a conversation and maybe verify a few facts (like dates, employment records etc.)

What he means is that if your main language is English, but you claim intermediate French for example. Will they assess your French at the interview? For example, will they ask you questions in French?

Assuming that your native language is English, and your interview language is English. However, you showed proof of Intermediate proficiency in French through documentation other than taking the TEF . Would your French be assessed at the interview. E.g. by being asked questions in French?

are you nervous because you were exagerating on your proficiency? I am confused why you are asking and asking. We are not immigration officers. They can ask anything relevant to your application - including your claims to language. Your CAIPS notes may, or may not give you some clue about what they are looking to verify. It is safe to assume that if you have claimed proficiency in a language without formal testing result, you will be required to justify your claim in whichever language is in question.
