My children were declared in my application for Permanent Residence in 2003 when I applied under a spousal sponsorship. When i got my PR in 2007 , my next move was to sponsor them. It took me long to sponsor them because of economic reason. I was laid off indefinitely in 2008 and lost my job. Now, their ages are over 22 except for the youngest.I sponsored 2 of my children. I got a copy furnish letter that the age of one of my children is 22 and her last day of school was in 2012. Based on the information on her application , she do not appear to be a dependent anymore based on the Regulations Now, I had been given a chance to respond by way of written submission with in 45 days. In my confirmation of my Permanent Residence showed there are 4 dependents. All of my children had undergone medical check when I processed my PR from within Canada.I still supported my daughter financially for being unemployed. Do the immigration based the lock in age of the application received? What about what stated in the Application for PR form to declared all your dependents whether they are accompanying you or not. If they are not declared , you can never sponsor them. When I applied I only followed the guide in my application.I wished I was advised that time that income is waived when when sponsoring spouse and dependents, otherwise my children would have been with me now. Its been 12 years since I applied for PR and got it in 2007.

The lock in date is based on the date your most recent application was received (not your original PR application). This is why one of your children is no longer a dependent and can no longer be sponsored by you.
It doesn´t matter what your CORP shows. The fact your children are listed in your CORP doesn´t mean they can be sponsored later. They still have to meet the dependent requirements.
If your daughter wishes to come to Canada, she will have to qualify to immigrate independently.
