My university program starts in Sept 2015. What is the earliest time I will be allowed to enter Canada?
Can I arrive 6 months early

If you arrive too early you risk being refused entry since the office may be concerned you´re coming early to work illegally. Typically coming a month early is fine. If you´re going to try to come a full six months early, I would make sure you can show that you have significant additional funds (on top of what you need for tuition and living expenses during your studies) to assure the immigration officer that you´re not going to work between the time you arrive and the time you start school.

Thanks for your reponse but what the regulations say? Im a post graduate student and can prove that I have enough funds to look after myself and need to tour Canada before uni starts....

There is no specific regulation about this. Whether you are allowed into Canada that early is up to the immigration officer you speak with when you enter Canada.
