i don´t have a passport in canada ...and i am pr card holder... can i travel with pr card without a paspport??

Depends where you are going. If you are traveling within Canada - then yes. If you are traveling outside of Canada - then no.

1- You don´t need your PR card to travel within Canada. Your driver´s license is more than enough.
2-The PR card is only required when you enter Canada, with a few exception. There are some countries (mostly common wealth) that we accept the Canadian PR card instead of a visitor´s visa, if your country of citizenship requires a visa to enter that particular country.
3- In order to travel outside of Canada, you are required to have a valid passport. If you are unable to obtain a passport from your country of citizenship, you may apply for a travel document ( it is not a Canadian Passport).

DocD ..I CALLED PASSPPRT CANADA AND THEY TOLD ME I HAVE TO APPLY FOR Canadian Certificate of Identity ..
MY QUESTION? HOW LONG IT TAKES TO PROCESS THIS PASSPORT AND WHEN I TRAVEL AND COME BACK TO CNADA AT ANY CANADIAN AIRPORT IS MY PR card enough to show it to the airport officer to enter canada.

Let say you are an American citizen and a PR of Canada. If you are coming from the US by car, you may be delayed a bit at the border but you will be allowed entry into Canada without the PR card.
If your country of citizenship requires a visa to enter Canada and you don´t have your PR, they won´t even let you board the plane.
Passport Canada can provide you with a travel document in lieu of a Passport if you are unable to obtain one from your country of citizenship.
