Subject: New Rule of the 18th, Family Class out of Canada
I´m little puzzled with the new rule and its applicability to the Family Class Spousal Immigration outside Canada. I have sponsored my wife and her application is in process. Does this new rule mean that she can come over as a visitor and stay? As per rule for granting the visitors visa, one has to convince the immigration officer that his/her intention to stay in Canada is temporary, which, of course, my wife would fail. Can anyone elaborate on this? Thank you.

Oh I just looked at the website and here is the answer if anyone else is in the same boat as me. In short, there is no effect on Family Class overseas.

Thats right there is no effect for spouses overseas and there is little chance that your wife will get a visa if her application has been filed.
But lets hope that this rule is the start the of loosening of the policy for sponsored spouses out of Canada. I cant wait anymore and it has only been a month ;-)
