You should be able to get a PCC from your nearest Indian Consulate. Try to phone them up and ask what documents they require.
I got my PCCs done the same way.

Normally it takes 1 month if your passport has been issued
by another Post of the country.

PCC from India will require to send a finger prints to be sent to the local police office.
Now there are ways to pay somemoney and send someone on your behalf and get it done...
Its all good...Last I heard they take Rs. 500 (police personal expense) to issue the PCC instantly (instantly is still a week but not bad)

The right way:
1. Take the letter from CHC/CIC and go to the nearest embassy.
2. Apply for PCC with relevant fees.
3. Wait for them to notify when it is ready.
4. They have to wait for 30-days before they can issue a PCC. This 30-day deadline is important because normally the police backhome does not comply with the timeline. Hence diplomatic posts abroad are ALLOWED to issue one after a 30-days wait period. So it is 30-days.
5. And they stamp on your passport that you have been issued with a PCC for canadian visa/immigrn purposes.
Hope this helps. It is NOT an 1-day business as you can see now.

well, i have been reading ur post-reply section since long days.really who r u? in my view u must be a lawyer.correct me if i am wrong! by the way i am having a doubt tht if someoone staying in usa for morethan 5 yrs who must take pcc in usa and at the same he don´t need to take pcc in india i guess.becaz i have read in some cic website tht cic will do the bckgrd chk behalf of him.thy have listed some countries name in tht india is also included.correct me pls if i am wrong.
