What you said about Paris is true, they are really helpful.
I mailed a Canadian economy and trade department ( don´t remember which one, I´ve sent several mails )about the fact that I need a timeframe to start up my Canadian business. They forwarded the mail to Paris and Paris tried to call me, they missed me by 5 minutes but I received a mail where they are telling me they tried to reach me by phone .They provided me with some real helpfull information.
Just to make sure they don´t miss me next time, I mailed them my mobile # back :)

first, I do not make excuses for Buffalo. You are right, they should find a way to provide more information to their clients. That said...do you want Buffalo to process applications as quickly as possible or do you want them answering phone calls and faxes about timelines and police clearances? Paris is a tiny embassy with a tiny applicant load.

(in reply to: Sharon, about Paris) Not as tiny as you may think Sharon, they do have France, Belgium, Luxemburg, Switzerland, Spain + Canary Islands,Tunesia, Lybia,Portugal, Lichtenstein, Monaco, Gibraltar ( think that´s it )
I admit, none of them are mass exporters of immigrants but nevertheless the area is quite spreaded.
