Subject: major changing point system background
  As I remember back to Spring 2002, there are massive public inquiry about Immigration and Refugee Act, major medias predicted that there would be some major changed towards this Law. I remember July 1, 2002, the new act was past by House of Common. Not only point system changed from 70 to 75, how to conduct if you are qualified for work experience has also changed.

And then it made so much chaos. I renew my study permit maybe sometime beginning of July 2002. I used the old form which available in the CIC office, Actually after July 1st, 2002. They have already changed form, it took me 1 month no heard back. I kept phone them maybe 2??3 times, finally I noticed that CIC case process centre was jam with application cases, they accepted my old form, lucky.

After that, there were class lawsuits, force applicators to apply back to there home country. May 1st, 2003, you can no longer apply to the local visa office, unless you are legally living in this country for the whole year. It forced some cases was returned by office because new requirement.

Almost suddenly great news, Sep 2003, point system was suddenly changed from 75 to 67 until right now, no changed to the work experience.
Base on my understanding, Liberal minority government always tries to do something in order to pleasure house of common, I am not sure what??s going on if they think points system has something needs to change. If I am unlucky like 2000 cases that was delay by transaction, this will be huge impact to my life too. I hope they need do much bigger inquire before action. At least they should let public know if they will change something.

that is why there is a Rasolzadeh law suit to deal with those applicants who got caught in the qualification change over in 2003.

Don´t expect any serious changes to Immigration policy beyond small tweaking (spousal announcement) until the results of the cross Canada public hearings are complete and the federal goverment can be sure that what ever changes in legislation that they table will not result in a forced election.

Some changes may be considered a shock or all of a sudden to many folks living outside the country but be sure, Canada talks about things endlessly before changing anything. There will be lots of warning.

to Yijie... it sounds like you are trying to justify the reason for your earlier post about changing points. Don´t. You misread and misinterpreted the article. Don´t worry about it. We all make mistakes. Carry on.

I think there would not be any massive changed to the whole point system until public inquire was done, back to Spring 2002, although I lived in Regina, at that time, English is not very good, after reading Leader Post ( Papers like Vancouver Sun) for several month, somehow I felt CIC was doing some inquire and then April??May 2002, CTV NEWS and CBC have done so many program about future legislation changed.

Sharon, you are right, there will be massive warning before any major changed. By the way, CIC policy will never result election, base on my understanding. Troy or NDP, BLOC would pay more attention to missile defensive, same sex marriage, and Federal budget. Sorry if my understanding is wrong. Be honesty, how many Canadian use CIC??s service in their entire life? For majority of Canadian, they don??t understand what??s going on with 75. 67, skilled worker, AOR something like that and I don??t think they have to know. Only people like us pay more attention to this. Our duties will be, in the future, in case public inquire will begin; we will try our best to make those voice be heard.

may I submit to you that Canadians (especially my age) are very concerned about immigration issues. Missile defense is a flash in the pan. Immigration is in the paper somewhere almost every day. We are worried about hospital costs, ESL costs, finding workers for job vacancies, accreditation, making sure the right people get in and the wrong people are kept out. We are concerned about integration and tolerance and making sure that people do not abuse our hospitality and social structure.

In my social network of trades people, and business people- the subject comes up on a regular basis-especially over a long dinner party. Just mention the word refugee and the conversation could last hours. They may not know the details but they certainly have an opinion - often a strong opinion.

sorry, maybe I didn´t say it clearly. I do think everybody have their own view, however, they don´t really understand what´s Canadian really need. MPs and House of Commom maybe live in Matrix world too. NOC code is back to 2001, out of date!!!they need some updated.
