AHMEDABAD: After opening its doors for skilled foreign workers, the Australian government may do so for the unskilled ones too.


In a speech before the National Press Club recently, immigration minister Amanda Vanstone said she was "very interested" in the idea of a guest worker programme for unskilled workers, recently proposed by an Australian agriculture lobby group called the National Farmers Federation (NFF). Prime Minister John Howard had recently said that Australia is "running out of workers."

Asked whether the measure could be introduced in the federal government?s budget to be presented on May 10, Vanstone said this would depend on whether employment conditions and the return of the workers could be ensured.

A report published by the human resources firm Drake International said an ageing population, falling fertility rates and current immigration levels could lead to severe labour shortages within the next five years. Sectors including automotive trades, education, health, transport and distribution are already short of workers, and if the trend continues a report estimates that Australia?s GDP could fall by 1.5% over the next 40 years.

Overseas immigration consultants, however, were guarded in their response and said even if the policy was implemented it would not be as beneficial to Indians as the skilled migration options. "Guest work arran-gements are exploitative. It might not benefit Indians too much, because these countries tend to pick up cheap labour from the neighbouring countries," said city-based consultant Prasanna Acharya.

Australia?s skill migrant policy, however, is picking up pace. To make it more attractive for students, it has now integrated the education policy with immigration.

"Australia has begun absorbing students who complete their graduation in the country into its labour market. It is a win-win situation for both what with students who have educated in Australia wanting a job, and the host country getting skilled labour suited to its requirements," said Raghuveer Singh of Avenues Overseas.

About time Canadian Govt. also think about it - since I hear a lot of workers are needed for construction; farming and those sort of job.
