You are right....when an interview is required then it is held at one of the four locations that you have mentioned. But for this your file is NOT transferred to that specific office. Your file is still in Buffalo and the office that conduct the interview communicates the interview results to Buffalo.

There are 100´s of cases where the applicants were interviewed (in one of those four locations) while their applications were still processed at Buffalo.

Wrong.

When a file is transfered to another consulate for interview then Buffalo has nothing to do with the case. The Consulate where the file is transfered is responsible for the case and they issue the visa if case is approved NOT Buffalo.

I think Kenny is right. I applied at Buffalo, and they determined that an interview is reqd. Initially they said the file will be xfered to NY, but later said it will be xfered to Detroit due to delays in NY.

A week later I got a letter saying that my file is transferred and that the file is no longer with Buffalo. They directed me to sent all future communications to Detroit only.

Yet to hear from Detroit. Their website is also not updated after Jan 7th.

The whole point of this discussion is "If a file is transferred from Buffalo to other locations in the US, does is mean that an interview is required?"

The answer is: NO
(not based on my interpretation, but based on MANY cases)

In MOST of the cases a file is transfered from Buffalo to one of the 4 Consulates (I mentioned before) because an interview is required.

(Not based on my interpretation, but based on MANY cases)
