hi,
I applied for fed skilled in early 2003, and did my medical and fingerprinting early 2004. Now I am waiting for the completion of background checking. to keep my status, I moved to montreal for a postdoc postion 1 year, now buffalo let me to apply for Quebec immigration. I don´t speak a little bit french, and my appointment is only 1 year. Can I write a letter to buffalo to state I would not want to select QC as my destination?

Wait a sec, I don´t get it, did you apply federal or CSQ ? If it´s the latter, you have got to stick with it and you have to keep your end of the deal, meaning , you made your application based on the fact that you have the intention to settle and work in Quebec.If it is federal, you can go wherever you want afterwards.
