Subject: Relocation to when PR in process (skilled worker)
  If I have already received an AOR and my file is in process to be assessed by CIC Buffalo for skilled worker. And say midway if I move away to another country outside of USA to work and live there. How will it work. How will they treat my file. Does the timeline get affected? And will they create problems or will it be smooth sailing.

they may transfer to other office, which can obviously delay the entire process

Buffalo will treat your file like any other file. The only problem here is that if you are called for an interview then it is your responsibility to get the visa and attend the interview.

From Canadian Consulate General, LA website:

Under the new Immigration & Refugee Protection Act (IRPA), which came into force on June 28, 2002, THERE IS NO LONGER A PROVISION FOR FILE TRANSFER. If you have already been scheduled for an interview at our office, you should make every effort to attend, as we WILL NOT RE-SCHEDULE unless there is a documented medical emergency. If you fail to attend the interview a decision will be made on your application based on the information available. THIS MAY RESULT IN THE REFUSAL OF YOUR APPLICATION.
