I applied in November 03 and recieved my AOR in December 03.
Recived Initial Assesment letter from Buffalo in July 04 informing that my file wil be transferred to NY Office and I will have an interview.
I recieved a letter from Buffalo office in Jan 05 informing my file has been transferred. Got a letter from NY office in Feb 05 informing me to submit my IELTS Scores to process my application further. I will be submitting this soon.Does this means my Interview has been waived by the NY Office. Please advise.

no, it means they are still trying to determine if they can make a decision without an interview. Get your language test in - now!!!

Thanks Sharon. If my language test results are 7 out of 9. Will that be OK and will I get a Interview waiver.

I do not know what CIC requires to waive an interview. I think it is a combination of all areas of your application.

You need to have at least 7 in all components of the IELTS in order to claim maximum points.

Get Caips notes and find out the reason for the interview decision in the first instance. I had same experience as you and I was able to get my interview waived after file transfer to new York
