What if I had shown 47,000 USD in a bank statementfor an individual (myself). And when I get my PR and move there if i have only say 15,000 dollars which is still good for an individual migrating. So what will happen? will they want me to show 47,000 USD only??

No u just have to show that u have the required amount which is put down according to CIC.

Hi,
Suppose if i have say $22,000 canadian dollars and afterwards i have $15,000 canadian dollars would it make a difference.

No it doesnt, I guess CIC is looking for the minimum stated in their website depending on whether ure individual, family etc..
