Subject: what is transcripts in a sealed envelope?
on the checklist of immigration document at buffalo,
does ´sealed´ mean securely closed or stamped by issuer or signatured by issuer?
and the envelope must have the name of the education institution?

The envelope containing your transcripts must be closed (sealed). The issuer must sign and stamp across the seal of the envelope.

You have to send a copy of your marks and probably a copy of your diploma in a sealed envelope from the institution from which you received your degree. THEY MUST SEAL IT, NOT YOU [they fear tampering with marks]. This proves that your completion of a degree program. I assume you are applying for skilled worker catagory, or for a student visa.

I asked my registeration office to stampe on my transcripts envelope. They refused to do that, because they have never done that before. They told me sealed envelope is fine enought. My college registeration told me it will be fine. For any third party, they can only access information based on the paper. College would not release my transcripts to anyone except me, not even Prime Minister office, neither CIC has power to ask my transcripts by themself too. therefore, don´t worry
