You can send your certificate for assessment in Canada by one of agents that do that. The report will tell you what level of education in canada your certificate equales. These agents are many but it depends on your certificate speciality. However, there are many that assesst any type of certifcate.
However, that report will not affect the CIC (immigration officers) view of your certificate. They have their own ways to judge that. So that report is only a guid for you.
