In my case, currently a student in Canada, I talked to my university here. They verified my original BTech certificate & mark sheets with my transcipts in their file that I submitted at the time of my admission. Then they made photocopy of my transcripts and certified that they were verified with the university record and originals. Finally, they sealed those in the university envelope.

Hope this will give you some idea.

Send what ever you have... and for the rest write a good letter explaining your situation...
I think the CIC is more interested in the documents instead of seeing them in a sealed envelop and stuff...

Your letter should describe your situation I am sure the CIC officers are very accomodative...

The requirement of having the transcripts in a sealed envelope from the university is for their autheticity. The universities in the countries other than the U.S has no problem providing those. All you gotta do is to ask your friend or relative to do that for you. I´d say the CIC is interested to see them in sealed envelope with a stamp placed on the seal, to make sure they are true copies of transcripts issued from the university and verified by the registrar or dean of that university. It may help speeding up the process...

Anyways it´s just the way I analyse it, and I could be wrong :).

For CIC, you must always submit something and never leave a required document un-sent. So apply and send whatever you have. If you are sure that your transcript situation may cause problem, along with it submit letter describing your situation. They will not return your documents or reject you because of that, instead if they really need a sealed transcript, they will ask you for that and will postpone further process until they receive what they want. And if they accept what they get, even better! If you need a sealed transcript for sure, I believe you should be able to ask the department in your university to provide you with an official and sealed transcript and mail it to you, and you don´t need to be there. I know some universities even provide you with a translated transcript. If it is only possible for you to get a document in a language other than English, get it sealed anyways, then take it to an official notary public and have them translate the document and also have them confirm that the letter was official and sealed when they got it, and they opened it for translation purposes. As long as it is legitimate, CIC will be OK with it.

Transcripts (in reply to: I don´t have a sealed transcript for ...)
Hi all, I am from India & I have completed my graduation in commerce from delhi university & my story starts here. There are 4 subjects studied in every year:

1) In the first year, I was passed in 2 subjects but failed in the rest 2.
2) In the second year, I passed in 3 subjects but failed in the 4th one.
3) In the final year, I have completed all the 7 subjects (including 4 subjects of final year).

Will these be counted in my transcripts & am i eligible to apply basis this?

I really need to apply for PR but this is the only hurdle which is stopping me.

Please somebody help me with a solution/reply!!!
