sending the AOR cost nothing compared to the 500 CAD paid as processing fee. It is a kind of receipt, you have the right to get it. It´s unacceptable from a country which claims itself a democratic country, keeping for months in uncertainty it´s ´clients´. Once they start to ´use´ the client´s money, they should be obliged to send the AOR, right that day, no EXCUSES. The same way as happened in my case. Office received the application, next day they sent the AOR, next week I received it. I know it from the dates stamped on the letter. Office is Vienna.

Well good for you.
However, you must understand that CIC is not a corporation and is not governed by local laws of the country it may be based in and as in your case Austria. The process may reflect professional standard of a particular mission.
Technically the consulate or embassy the CIC is based in is regarded as Canadian soil and is governed only and only by Canadian laws. Unfortunately we as applicants can only submit our reservations. They don?t even have to issue any receipt if they don?t want to. The only people who can demand answers are Canadian citizens or permanent residents. We all as immigrants and prospective residents should remember that; to help in voicing a transparent and efficient immigration process for all future immigrants.

Let´s not forget here that AOR is not simply just a receipt of when they get the application, Rather What they get in the application. The application must be processed first in order to issue an AOR, everything in the submitted application must be complete. Otherwise the application is sent back to the applicant to complete it.
In your case, you might be lucky that not many people be in your pool or timing/circumstances were different when you applied, however it´s different for different times.
