hello guys, my deal is - if my fiance is a permanent resident in canada, and he wants to come live in my country for maybe a year or more and then we would apply for canada for me (cant do it now).
My question - does he have to be in Canada to start the immigration process for me, like to start the sponsorship? Someone answered yes to me, but i cant find information about it on the oficial web site. Can someone give me a proper answer and a link to where it says that?

Yes he has to be in Canada to start it. (asl long as he is PR not citizen)
Visit CIC web site and look at the family class immigration.
