I have just been granted a resident permit for Italy, but can´t apply at the Rome office for skilled worker canadian PR until after 1 year of residence in Italy. Intead of waiting for a year for Rome, can I just send my application to Accra, Ghana office which has jurisdiction over my home country and then transfer it later to Rome after one year? or do I wait for a year and apply in Rome? I´m leaving the USA for good in the next 3 months so Buffalo is not an option. Please help with suggestions.

As far as I know, a case transfer sets you back to the day one. So you pretty much will waist your time and effort if you will apply from you home country and then transfer your application to Italy in a year.

You can apply in Ghana and then opt to transfer it later, but why would you want to transfer after one year? In one year you would be close to completion (if interview waived) of your PR. Transferring files apparently puts you back to square one in Rome not to mention costs $100 and takes 2 months. One drawback is if interview is required you´ll have to goto Ghana for it.

However, you do have the advantage to lock your points as of today if you file in Ghana. There is no gaurantee points will not increase and if you wait you may not qualify later.
Reports have been floating for point increase so I´d say lock your file as soon as possible.

Hey Goodfrey hold on for a second. You said you are going to Italy for 1 year or more. Well your headache is over see this link:

The page clearly says one can apply to- "the country in which you are residing, provided you have been lawfully admitted to that country for at least one year".
So according to my good knowledge you can apply to Rome CIC as soon as you land there. I am also going to UK on a 2 year visa and am currently in Canada. As soon as I land in UK I´ll send my appl. to CHC London.
Friends what do u say? I don´t think one has to complete 1 year stay and only after that you can apply. I am quite +ve that one can apply any time if he/she has 1 year visa for that country. Smile Goodfrey.

You can also call CIC´s 1-800 no to confirm...or better yet visit/call the nearest CIC post. Do let me know as I am on a similar boat, if not the same.
