Subject: Question about Quebec?!?!?
  I know Quebec has their own selection of immigrant and you must apply first to Quebec. I also believe that if you don´t apply to Quebec (just as a Federal Skilled Worker, for example) you can land anywhere in Canada except in Quebec. My question is the following: Will the Fed. Skilled Worker immigrant always have the restriction from living in Quebec? Any ideas?

I am hearing it is tough to get Quebec co-operation in the issuance of PR card etc. if you were not originally a Quebec Provincial Nominee. (therefore - don´t land there) Once you have your landing documents complete, there is nothing stopping you from making Quebec home. You might not get the full compliment of Quebec immigration services but you will be entitled to all federal programs and you have full Canadian status within the province.

If you speak French, or at least a little bit, and you are well educated, it will be easier and faster for you to apply for Quebec immigration (at least, this is what I heard).

You can check on the Quebec Immigration web site. They have an evaluation that you can do and it will give you an idea if it is easy for you to get selected. Do a search with Google for Quebec Immigration and you will be given all the information in French and in English. (If you cannot find it, write again and I will give you the exact address).

Once you are in Quebec, you can go anywhere in Canada. Friends of mine arrived in Montreal in March 2003, moved to Toronto in June 2004 and they are moving again in Montreal this June. As they are Latinos, they like the "French flavour" of Montreal.

I know that in order to land in Quebec you have to be approved by the Quebec government "Immigration et Communautes culturelles Quebec".
My question is...I already applied to Buffalo as a regualar skilled worker in dec 2004. Got my AOR in march 2005. What happens if I decide I want to live in Montreal?

After you recive your federal residence you must applyi for CSQ, but I suggest you to ask about it because the procees may be different because you did inverse, anyway, go to http://www.immigration-quebec.gouv.qc.ca/anglais/plan/faq.html ad try to get better idea, if not just call them and let them help you

if you applied to buffalo as skilled worker you can´t land in quebec but once landed and get your PR card you can go to quebec the only thing you won´t enjoy is free french courses offered by quebec to new immigrants and some other orientation services but not really important.
now the thing is that if you qualify for quebec selection (you might do even if you don´t speak french) then its much better to apply for CSQ, you might apply to CSQ even if your application in buffalo still in process, if you get your CSQ then you´d better withdraw your old application and file a new one, if your refused then you have not lost a lot except 350 or so dollars for quebec fees, alternatively you might wish to inform buffalo that you changed your destination and you want to go to quebec, in this wau buffalo will contact quebec immigration authority and advise you to apply there, this option might be faster and less costly as if you obtain your CSQ then you would not need to withdraw your already filed application, but it will only be updated but on the other hand if quebec authorities denies your CSQ then buffalo will give you refusal. its all your choice but if I were you I will apply both and see which goes will I will stick to it

Now i am going to fill up Generic application form. I have not received Certificat de Sélection du Québec and i have not apply CSQ till now.Is it necessary to apply for CSQ for Federal Skilled workers also.Please reply as soon as possible.

no. It is only necessary if you want to enter Canada under the CSQ special selection category which some view as easier to obtain but restrictive on where you can land and live.
