so you mean to say your wife´s passport is lying with the embassy since from dec 2003 , to me it doest make sense , they should give the passport back once they reject the case at the same time , IN OTHER WORDS YOU ARE TELLING ME THAT ITS BEEN ALMOST 1 YR AND 4 MONTHS SINCE THEY HAVE THE PASSPORT WITH , WHICH COULD EVEN GET IT LOST INSIDE , YOU SHOULD DOUBLE CHECK ON THIS ASAP

so what you are going to do , what if they have lost your passport, because i have never seen a situation where chc new delhi keeps the passport for more than 1 yr , you should really get serious about it
TO GET A VISA RIGHT NOW IS A SECONDARY ISSUE BUT MAIN THING IS TO FIND OUT WHERE IS THE PASSPORT , YOU MIGHT HAVE TO MAKE A NEW PASSPORT WHICH WILL DELAY THE PROCESS
WHERE DO YOU LIVE IN TORONTO OR SOMEWHERE ELSE CAN I GET IN TOUCH WITH YOU
