Subject: Proving marriage "real"
  I married a Chinese woman in China. Now I want to sponsor her for P.R. visa. I spent 6 months with her in China two years before I went back and married her. We have several mutual friends in China who can vouch for the validity of our relationship. They speak English and Mandarin. My wife only speaks a little English.

I need to find out how our friends can write letters about the fact that our relationship is "real and ongoing" in a way that is acceptable to Immigration Canada. I think they want these letters notarized and in English. If they write in English can they be notarized in China? If they write in Chinese will I have to pay a lot of money for official translations in Canada? I am trying to do this on my own.

I would appreciate any information anyone can give me about this. Thanks. David.

May be my experience may help you.

Like you, I went to China to study and I met my wife and married her before leaving after my stay of one year in China. I sponsored her after being back to Canada.

The most important for you is to prove that your marriage is real, as it was for me. To do so, you have to send CIC absolutely anything you can think of, and more is better than less. Pictures of both of you since you met more than 2 years ago, with your friends and relatives, parents if possible. Identify the name of people on the pictures and the date it was taken. Send as many as you can.

Send letters from people who could testify abour your relationship. Some of mine were written in English and I did not notorized them. The ones written in Chinese were translated in China (it is much less expensive) and the translation was notorized. If you still have them, include boarding pass or receipts from hotel, etc.

If you need to notorized some documents in Canada, some banks can do that free for you.

What is very important is that every thing you will say is the absolute truth. Because they have ways to know and if you say anything false, that will be the end of it.

Send everything at the same time, fees, medical certificate, etc. It seems that they ask for a notarized copy of all the pages of THE HUSBAND´S passport. I really don´t know why. I suppose that this a way to ckeck if what we said was true. So send that as well with all the documents.

Place everything in order and well identified, so that it is very easy for them to check and we don´t make them work too hard. If they have more proof than they need, there will be no interview and everything will be very fast.

My wife´s file was opened in Beijing Sept. 1 and everything was done Oct. 26. The reason it took so long was that she needed a Quebec Selection Certificate and they were waiting for that. The day that certificate arrived, they issued the visa.

She will probable receive a letter saying that the process will take from 6 to 9 months. Don´t worry. It seems that they send this letter to everybody. I suppose that they don´t want us to get in touch with them before many months.

I am from Quebec. I read another post of yours that says that :
1) 1-9-04 my wife?s file received in Beijing
How did you get to know this information? By letter to you?

2) 6-9-04 my wife received a letter requesting her Quebec Selection Certificate (I live in Quebec) and requesting HER PASSPORT.
I thought you would receive the form from Quebec and you would need to send(a portion of the form) to your wife to sign. The YOU would send it to Quebec. Right? PLease explain.

3) Quebec may ask for her passport? Did you have her send it to you or directly to Quebec? By mail, correct?

4)20-10-04 approximate date - Beijing received the Quebec Sec. Cert. from Quebec. It took a little time but it was because of one of my mistake
Again, how did you know about the date received?
Also, the mistake you made, can I make the same mistake?

5) The Quebec fees, will they tell you where to mail it to?

6) I paid, the $550 to the Federal. Are there more fees to pay? and when will/should I pay them?

Here are the answers to your questions.

The sponsorship was accepted around 22 August.

When Mississis. accept the sponsorship, they do 3 things :

1. they send a letter to the sponsor to tell him that he is accepted.

2. they send the applicant´s file (my wife) to the office that will process the application.

3. they send a letter to the Quebec govern. to tell them that the sponsorship is accepted by the Canadian govern.

So,
The 6 September, my wife received in China a letter FROM Beijing office saying "we have received your application 1 September...". In this letter, Beijing asked her for HER passport, notarized photocopies of MY passport and the Quebec Selection Certificate. She was given 45 days to do so.

(It is NOT the Quebec Govern., BUT CIC who asked for HER passport. We supposed that it was to issue the visa.)

In the meantime, Quebec immigration will send you

1. forms to be filled and signed by YOU by which you become responsible for your wife (my mistake was that in information was missing)

2. 1 form to be filled and signed by your wife in which she promise to do everything that is possible to integrate to Canadian life.

3. they ask you to pay the fees (250)

It takes about 2 to 3 weeks before you receive these forms. And it takes the same time for Quebec to issue the QSC.

If you want to accelerate the process, ask your wife to download the forms and fill HER form and sign it and SEND IT TO YOU. The only difference between the downloaded forms and the ones you receive from Quebec is that on the forms from Quebec there is a file number. You only have to write this file number on the form signed by your wife.

When Quebec issue the QSC,

1. they send YOU the QSC. It is NOT sent to your wife.

2. they send YOU a copy of all the documents you signed

3. they send to the office that is processing your wife´s file, by diplomatic mail, a copy of the QSC. They STRONGLY advice you NOT to send this certificate to your wife. They advice you to make photocopies and have them notarized and use those photoc. when needed. You could send this photoc. to your wife.

How I knew when they received the QSC? About a few days after I received all the documents from Quebec, I read the e-client saying that a decision had been made.

About the fees, do you really mean $550? If I remember well, I paid 1550$ (or something like that). If you paid only $550 and you want the process to be fast, it is better that you pay everything rapidly.

If it is not clear, write again.

To clarify,

You said that my wife will be asked by the Visa office in her country for "HER passport, notarized photocopies of MY passport and the Quebec Selection Certificate."
1) I worry about sending and receiving a passport by mail in her country. I had at least 4 letters that I mailed her from Canada stolen!!! Well, she never received them
and none of the letters sent to her had anything of value.

2) "notarized photocopies of MY passport" I should wait for the QSC(make a photocopy) and have them both notarized? Is that what you did?

3) "Quebec Selection Certificate" You mean the notorized photocopy that I send her? I thought the visa office in her country would get a copy directly from Quebec immigration. WHy does my wife have to send it too?

4) You had only 45 days to do that. With your mistake, that was kind of tight!!!


Someone told me to pay $550 for now. If I knew it would speed things up I would have sent the full amount. Can I still send this amount? How much more do I have to send? and to who do I send this to?

I understand that you worry about sending important document by mail. (By the way, in what country does your wife live?). If you send something important (passport, etc.) from Quebec, send it by FedEx. It is fast, reliable and you can track it by internet (you can see, from hour to hour where your letter is), but it is expensive. You should ask for a signature where it will be delivered. By FedEx the delivery is guaranteed.

The Quebec govn informed the Beijing office, in a way that I did not know, that a QSC had been issued for my wife. This is all the Beijing office wanted to know. They DID NOT need to have the REAL QSC, they ONLY needed to know that one has been issued by Que. govn. It seems that Quebec never send a QSC to an office, they only tell them that one has been issued.

So, NEITHER my wife or me needed to send the QSC to Beijing. I send it TO my wife (but they did not ask for it when she landed). But I DID SENT to my wife, by FEDEX, a notorized photoc. of ALL the pages of my passport

In your letter you say : WHY my wife has to send it (QSC) too? I think that the letter the wife receives from the office in her home country is not too clear. I phone Quebec immigration (514-864-9191) and they tell me not to worry about that because Quebec will send THEMSELVES this certif.

When my wife sent all the documents they asked (her passp., the photo of my passp.) they tell them that a QSC has been asked in Quebec and that this certif. would be sent as soon as possible. So I suppose that they would have waited if the cert. would have been issued late. And we would have fax them to tell them not to close the file.

About the money you sent, or you will send, if you want everything done rapidly, send ABSOLUTELY everything at the same time. And ask your wife to have her medical exam done and sent BY THE DOCTOR at the office. Because, everytime they ask for something, I suppose it is 1 or 2 month waiting time : before they send the letter, before it arrives, before you comply with it, etc. I think you can send what is left to pay. How much? Read all the forms and it is written. I know I paid around 1550$ (I already forgot). You should have sent it to the office where the application will be processed.

You could also phone cic Canada for some information. But be patient, it could take you 20 minutes before being able to speak with an officer. Que. immig. takes a fes minutes only.
