Guys,
I got the passport request. But my wife is in India. Can I ask her to mail the passport to me and then I take to Buffalo Consulate. Is it possible?

NO !!! It is illegal to ship indian passport outside india. No courier will accept it, and even if they do, it will be sent back midway.

Parag is right. It is illegal to mail your Indian passport to another country.
If a friend/relative is coming to the US then he/she can carry your wife´s passport with him/her.
