I have a engg degree from back home and did my MBA here in the states. I am currently working in the US on an H1B visa. I submitted my PCC´S from both countries at the time of my application. Its better to send everything the first time rather than wait until they request you (it kinda delays the process).
Not sure how many assesment points did i get. Regarding the IELTS scores i didn´t have to take one as i submitted scores for my TOEFL and GMAT ( which are way tougher than IELTS)and a letter proving my proficiency in english.
Again it was fast due to the fact that i had sent just about everything they needed on the checklist along with the application itself.

Hi xuboy, I was wondering if you had sent everything to CIC when applied, what do you mean by "Additional Documents sent february 2005"? I am just curious.
