From what I know, IELTS is mandatory with one´s application now. If you score well (7 and up for each category) and have all the required credentials to at least meet the 67 minimum score, there is a good possibility that your interview may be waived. Please understand that I am not saying you should expect an interview waiver. Only the visa officer will decide if an interview is needed or not, based on his assessment of your qualifications through your documents.

i know some ppl got their IA and werent askedto do the exam,
but if ur native language isnt english, there is no guarantee that u wouldnt ger asked to do it,
depends on u, i applied for PR and got my AOR,
I didnt do the exam
but submitted photocopies of my TOEFL, SAT, and GRE scores
I also provided 2 letters, each from an employer stating my english proficieny
and finally I wrote a letter myself in which I talked about how long I had been learning english, etc..
plus I ahve been in canada for more than 3 yrs, that may help me since they may think that my english skills should be fine if i have been here that long

however, I may get asked to do the exam, its just too much hassle going all the way to vancouver to do it

Regarding English testing, look at what the CIC website has to say:

I have a US Master´s degree and several years of work experience here, but still received a request to take IELTS almost a year after I received a file number. I was quite surprised as I had provided original docs of education and experience. My guess would be that this requirement is more common recently as they may have an increase in applications and less time to assess language skills - IELTS makes it easier and comparable across candidates.
ANONYMOUS, why do you believe this is a mandatory test nowadays? Have you heard anything, or have other examples?

I´ve been hearing from many friends that they have been asked to submit the IELTS scores. So, I would assume, they are asking this to everyone these days. ALMOST EVERYONE
