English test for spouse?

Subject: English test for spouse?
  Hi, me again.

I am the principal applicant on our PR application. I plan on writing a letter to establish that my English skills are good (9 years in the US, 1 BA, 2 MAs, all in the US).

Does my accompanying spouse have to take a English test to establish his English skill level? or is that irrelevant because he is not the principal applicant? Thanks!

only the principle applicant must provide language proof
