Subject: Regarding final stamping..very urgent .please help
  Dear Friends
My application for permanent residency for canada is in it´s final stages. They have asked me to send right of permanent residence fees ( RPRS) on 28th march ( This is the last step generally). Incidentally, I sent that on 23rd march itself and ,according to canada post, it reached their office on 28th march. It´s 8th april now and It´s quite possible that by now processing of my application is complete and they are either on the verge of sending or already sent the final letter asking me to send my passport for final stamping.
Due to some very important reasons, which amount to saving 7000 canadian dollars, it is extremely important for me to land by 13th april.
Iam in a quandary regarding should I go to buffalo without receiving their letter asking me to come. I know that very strictly speaking, I should go there only if officially they ask me to come via an letter . But , at the same time, It´s quite certain that my processing is complete . Iam planning to go there on tuesday morning and take a chance. I dont live very far from buffalo, so it´s just a matter of few hundred dollars..but if I am successful, I can save thousands.
Can anybody advice on this and also give some insights on how to approach them and convince them when Iam there.

I´m not sure how it is for independent immigration, but I know for Family Class (sponsorship applications) if you don´t pay RPRF upfront there roughly a 3 month delay in finalization of your application. If the same applies to independent immigration applications (i.e - skilled workers, business class, etc)...then there´s a good chance you may not receive your passport request until sometime in June. The way I understand it, RPRF payment request doesn´t mean they have completed processing of your application...they still have a bit left to do in order to finish processing it. The delay that comes from having to request RPRF payment is part of the reason it is usually recommended that all fees be paid upfront.

Since they haven´t sent your passport request letter yet, I admittedly don´t think you will be able to convince them to issue your permanent residence visa.

I really appreciate your taking an effort to answer my query. See, I have applied under quebec selection category after getting my quebec selection certificate ( CSQ) ON September 30th 2004. I am a skilled worker presently completing my Masters in canada. In my category, going by other people´s experience,roughly it takes 8-10 weeks after the medicals to get the visa. I did my medicals in mid jan but it was due to misscommunication regarding my RCMP report ( which they had got it in time but they delayed in attaching it with my file) that my processing got delayed by 3-4 weeks. Moroever, my friend, who applied in a similar category received the passport sending request after 15-20 days of receiving the RPRS request. Infact in his case he sent the money after the request..but in my case, I had sent it before their asking it. So I have a advantage of another 5-7 days. Going by all this, Iam assuming that my taking a chance is not a very stretched effort. My only concern is that , say when I go on tuesday, my processing is complete and they have already sent the letter or are going to send, will they give me the visa without that letter in my hand? I mean it´s just a letter and If Iam myself there, they can give me the visa if they want.
As I said, Iam taking a risk of one day and few hundred dollars..but If Iam successful, I can save much more.
I would really appreciate some other people also sharing their views and knowledge..

The CIC is clear - you acnnot go to Buffalo in person without the Authorization letter. There are specfic instructions in the letter, but the regs are clear that the letter FIRST must be issued, and in fact, CIC states in its policies NOT to come until the Consulate reports that your visas are ready for issuance. Your trip will be wasted. Have patience, dear friend.

Thanks for your reply. I beleive you have a valid point. But if the letter has been already issued from their office, a reasonable possibility, will they not still entertain me? I understand that if the visa has not been prepared yet, there is no question of them entertaining me. But if that´s done and letter has been also issued, even though not received by me, then they might entertain me. I know Iam getting impatient,but the sole reason is that it will save me significant amount of money if I land by 13th april. Otherwise, I wouldnt have bothered at all.

Do not risk going there without a letter.Wait until it is in your hand.....There is a process that we all must follow here and going there based on the fact that you think they have sent you a letter will not look good in their eyes. You must have the letter with you to get into the visa office.

there is still a police check underway. medicals may be done and fees might be paid, but until that police check is finished... you will not be getting any PP requests. There is no way for you to know when that is done until you have a letter in your hand. Sadly, our friends are right - no PP request IN YOUR HAND you will not likely even get in the door. there is no way to make this go faster and CIC is not generally inclined to hurry for anyone because of special circumstances - every applicant has special circumstances.

chill out dude...

I did medicals in Nov 2004 and paid RPRF in Jan 2005 and still waiting to hear...

So I guess relax until Aug / Sept 2005 if not early...

BTW, how are you so sure that your application is complete (i.e. processed)? Please share the magic web-site where you found that!!

Moreover, I don´t think they are going to entertain you going up the elivator unless you have a letter from the consulate specifically asking you to come for visa stamping...

What you can do is fax Buffalo and explain your circumstances.

Dude if you are in Canada - then what is the problem. Just wake up on 13th of April pick your passport and walk out thinking you have the visa and collect your 7000$...
