If you do not land then Yes.

2- If yes, then what Steps I have to follows?

Just write a letter to the Consulate that is handling your case and say you want a refund.

3- Can i Keep this PR till USA GC Decision Made.

To get Canadian PR you will have to land in Canada before the visa expires. The visa is generally valid for 1 year since you got your medical done.

4- After Landing fees and passport stamps what is the timeperiod in which I have to be in Canada?

You HAVE to land before the visa expires.

To Friend,
A friendly advise for you. Once you got your PR visa stamp and paid your RPRF (landing) fee, briefly enter Canada before the visa expiration. Once in Canada, fill out the necessary papers to obtain the PR card. Then you can either:
1. Wait for the PR card (~30days) while there or
2. Exit Canada and ask a friend/relative to send it to you to U.S.

You can retain your Canadian PR while outside of Canada for 3 years.
That period may provide you enough time to finalize your U.S. Green Card
processing. Then you can later decide whether to live in US or Canada.
Good luck.

RPRF Refund Period (in reply to: Landing fees)
Our family landed in Canada last May and applied RPRF Refund Request Form which was mailed to CIC Accounting office in Ottawa on 7th September 2006.

However, we have not yet received any reply and/or refund from them to date.

Could you tell us the normal processing time for RPRF??

Thanking you in advance for your cooperation in this matter.

Thanks and best regards,
