What are the best business schools in Canada that have a good international ranking in the business field (specifically majoring in Finance)? On average and of course depending on the city that the University is located in, would it be possible for a Ph.D. student to buy a studio from the stipend that universities give to Ph.D. students?

For the best source check financial times rankings. I believe Univ of Toronto has a strong financial ranking. It ranks 21st worldwide. Besides, Ivey (Univ of western ontario) has a very good reputation as well. It has a long legacy which is one of the major reasons for a strong ranking. Queens on the other hand is good for technology oriented business applications.
Finally you must be kidding yourself to say you can buy any residential unit on a stipend. Do a reality check for where you plan to live, study and work
