Subject: Applying to Quebec program or regular federal?
  Hi, I read some threads that indicated it is a lot faster to get PR when applying throught the Quebec program. Right now, my husband and I are in document collection phase. We are planning to submit in June, and so far have been thinking about going through the regular federal program, since we are interested in Vancouver.

However, well, I am French (and the principal applicant). I am wondering if may be we should reconsider our approach and just apply through the Quebec program. What are the requirements if you apply through the Quebec program? you have to settle there for at least 2 years or something like that before you can move elsewhere (like Vancouver?)

Quebec wants immigrants who speak French. So I think it will be very easy for you to be accepted by Quebec.

Do a search with Google, look for Immigration Quebec and you will arrive in Quebec Immigration web site. There is a kind of test you can take to see if you could be accepted. If you are, I think it will be easier and faster to immigrate in Quebec than in any other parts of Canada. Quebec chooses its immigrants and then Canada checks for health and security. And thats it.

Once you are in Canada, you can live anywhere. But before deciding to go to another province, try Montreal. It is a very good place to live. English is spoken everywhere in Montreal. About 50% of its population was born in another country. So it is very multiethnic and because of that, vevy interesting.

Hi,

Thanks for your post. Yes, we will consider Montreal, but my husband is worried because a) as of today he doesn´t speak a word of French (although hopefully that will change after we spend the next 6 months in France!! but he is not a great language learner so I am not holding my breath on this one!) and b) we worry about the weather. Although I am French, I have spent the last 15 years in the tropics (Indonesia). My husband is from Indonesia and has heard countless stories from Indonesian friends about how harsh the winter is.
But no matter, I think you are right, we should consider it!
I am puzzled about one thing though: are you really sure that there isn´t some clause/rule that anyone applying under the Quebec program should stay in Quebec for at least, say, a year or something like that? Are you really sure there are no legal implication to landing in Quebec under the Quebec immigration program, and then 3 months later take off to,say, Toronto? There are ethical issues around it for sure, and that´s to think about individually I guess, but legally, this is ok??? What a loophole in the system!
Do you actually know people who have done that?

the more I think about it, the more this kind of approach doesn´t feel right, ethically. But I am just stunned that legally, this would be possible! We´ll go the honest route: match our destination intention to the appropriate immigration program. I´ll investigate Montreal a bit more, job market, cost of living, etc...and then make a decision :) Thanks for your input!
