Mailing passports

Subject: Mailing passports
  My case is being processed in Buffalo as I was a student then in the US and I am in Nepal for the past year and half. As per Buffalo´s request, I have mailed my RPRF exactly a month back. Now my question is, what should I do after I get my PP request?
1) Send it to Buffalo directly and include a return DHL envelope, or
2) Send it to someone who I know in New Jersey and then he would send it to Buffalo in a priority mail with a return priority mail envelope enclosed. He would then send it back to me from New Jersey.

I am asking this because I am not sure if I could enclose a return envelope of courier companies such as DHL and FedEx. Or do Buffalo consulate only prefer to mail passports through US Postal Service?

You can not mail your passport to another country. If you have anybody coming to US, send it with him/her to your friends in NJ and have them mail it to Buffalo or go get it stamped. Please read below -

"We will return passports to addresses in the USA or Canada only. If your current mailing address is not in the USA or Canada, please provide us with the complete name, address and telephone number of a relative, unpaid representative or an authorized representative in Canada or the USA to whom we can send your passports. "
