Hi,
Sorry for some delay with the answer. It takes about 2 months to get that certificate from Japan. You need to go to Nippon embassy (in my case it was in Los Angeles) fill up some forms, do fingerprinting (they give you special form for that). Than they will call you in approx. 2 months like I sad and you´ll have to go to embassy to pick up your certificate.
