Subject: Would it be a little risky for my PR application?
  Hi,everyone
I´ve been pursuing a master degree in Ottawa for nearly one year and ready to submit my immigraton application to Bufflo. The problem is my self-assessment will be exactly 67 if I grant myself HIGH in English proficiency for all 4 categories.(ready to provide document proof as High TOEFL score 625, TA job teaching on the class, employer and supervisor´s reference letter) How high is the risk do you think I´ll be interviewd or asked for taking a ielts test?
Is there any possibility my case will be rejected without an interview or request for submitting more support document? The fact is I´ll be overqualified for the pass mark by this time next year.(Master degree and 2 years living in Canada) But I´m afraid they´ll make the decision before I can update my material. Is that a good idea if I take the supplement material to an interview if I´m asked. How much longer will it take if I go through all these procedure? Totally 2 years get it done in Bufflo? Will I be asked to take the ielts test if they have hesitation on my language proficiency?

I was in the same situation that you are now. I submitted my papers and included my Toefl, letter from my university where I was studying my MBA...a couple of month after submitting the papers the consulate send all my documents back and asked me to test the IELTS...so I would suggest you to take it and you should get at least 7 points so that you can get 4 points in each skill.

Can I presume that you were not given the AOR before they returned your documents. Could application be returned after receipt of AOR?

Really thanks for your reply. Your case is pretty strange. I´ve never heard of an application is returned with a request to take IELTS test. Only possibility is you probably didn´t include a detailed explaination for your english proficiency, so your application is regarded as not completed. Is that true? I´ve heard many people applied under 67 and they got AOR, the chances are they may be asked for supplyment material or interview or rejected. I´ve decided to go for apllication without ielts and see what´s going to happen. Where did you apply? In Buffalo? and where did you go to your MBA? In Canada? Because I think all these factors are the ones making difference.

Ok here I ago with the answers. I cam to Canada in 2001 and I studied English for 9 months, then I began my MBA in Canada in January 2002. I submitted my application in September 2002 to the Buffalo post. At that time I did not include the IELTS, I only included the Toefl, the GMAT, and letters from my business school saying that I was studying the MBA.
In October 2002 the consulate sent all my documents (including payment fee) back, and they asked for me to take the IELTS. Remember at that time (October 2002) the passing mark was 75.
I took the IELTS but I only got 6.75, so I had to take again and I got 7 points (with 7 points I got a total of 77 points. I proceeded to send my application again; I sent it in April 2003. In June 2003 I got my file number. In March 2004 I got interview waiver and they asked for my medical exams, fingerprints and other documents. I completed the medical exam and submitted all documents in April 2004, and now I am waiting again. I have no idea when I will get the PR, but I guess it will take then until February or March of the next year. Based on my case and the case of the original poster I would again suggest to take the IELTS, but of course that is just me.

I go with anaonymous, why would u risk? of files are delayed despite the fact that that it is all complete and accurate so, what would happend to your file without IELTS. In their immigration booklet, they said explictly that failing to provdide a proof of language ( IELTS or TFE ) could result in denying your application. You have nothing to lose just prepare for your IELTS coz it is diffrent from TOEFL and get your file completed and sent it all.

Really thanks you guys. Originally I was thinking to shirk the IELTS and risk my application, but now according to what happened to Anonymous, it seems a 7 point in IELTS can really give us a smooth application. So I think I´ll crack IELTS first in 1~2 months, though I´m in the half way of my thesis. I believe there are always pain and patience we have to go through no matter which stage you are in. Hope you guys can successfully make it in a near furture, me too.
