FBI Fingerprints- confusion on Buffalo's site

Subject: FBI Fingerprints- confusion on Buffalo's site
  The appendix for Buffalo states, "Do not request a Police Certificate from Hong Kong or Canada until you are instructed to do so," then proceeds to explain how to do it in USA.

But,

On Buffalo´s site for Visa and Immigration, there is a link for "Obtaining a Police Certificate," which has the aforementioned statement, but including USA.

I am about to send in my application with everything, except haven´t done the FBI background check because everything I read, other than what I just wrote, states that I need to wait for them to ask for it.

Am I all right to send in my application next week as I am planning, then wait for their request for background check?

Since October 2004 Buffalo has required that applicants submit FBI clearance with their applications. So be prepared to wait another month or two until you get it - easy, but tedious process.

I got confused by this before too ... but I ask a couple of friends who are in Canada already .... the both got FBI clearances ... so I got as mine as well ..... and submitted it with the application...

More documents you submit the faster your application will be ...

I takes around 8 weeks for the FBI clearance ...
