Living and working in Canada, help?

Subject: Living and working in Canada, help?
Hello there. I had a few questions about immigration to Canada from Australia for a friend. Maybe you can help me.

He is now 21, was born in Australia and would like to immigrate to Canada or eventually apply for dual-citizenship between the two countries. To my understanding, as a visitor he would only be allowed to stay within Canada just shy of a year, which would mean another long trip back to Australia, and away from his new home.
So here are my questions:

Is there a minimum time that he has to stay in Canada before being able to apply for dual-citizenship?

In the first months that he is here, would applying for a work visa, skilled worker visa, or the WHP program perhaps be his best route (to not be forced out of the country in just a few months)?

What would you suggest, are the first steps that he can take, before leaving Australia, or upon arrival, to ensure that he will not have to leave Canada once he has arrived here?

Lastly, as a Canadian citizen, is there anything that I can possibly do to assist this process and make it easier for him to take residence here?

Thank you very much for your time and help.

If comes to canada as an immigrant then to maintain his premanent residence he has to stay 2 years in every 5 years. To apply for citizenship he has to have stayed 3years in the 4 years just before application. The only way to come in now with a proper stay is the student visa.

Visit CIC web site and you will find all info for all categories.
