What does CAIPS (Information Abroad) mean? Who would this best refer to when applying? Is this for people who have applied outside of Canada or within or both and what information will it contain?
Also the same question for FOSS (information in Canada)?

im gonna apply for CAIPS notes too soon.some third party apply for your current immg report. it tells each and evrything of your case status.it bascially tells where do you stand at that specific time.go to CAIPS.com for more details. thanks KK

As far as I can tell you about CAIPS and FOSS is:
FOSS (Field Operational Service System) is for people who need to inquire and have filed their application in Canada.
CAIPS (Computer Assisted Immigration Processing System) is for people who need to inquire and have filed their application outside Canada.
Otherwise they are both the same things.
