If anyone don´t want to send IELTS score then which kind of supporting documents you guys think will be enough...for example official letter from current company and from the last working company that he she have good cummunication skills or english skills...this will work or not...need suggestion from you guys.

Do yourself a favour and take the IELTS test, the only sure way to get your language skill points.
