can the cic really find out something in background check? did anyone hear that someone is refused their immigration application because cic found out by undertaking background check that their working experience is fake? i know someone did that. in developing countries, everything could be made-up.

background check has nothing to do with working experience or this kind of stuff. It is for security reasons, war criminals, terrorism acts or anything that could come up in the RCMP, CIA or FBI I guess

Are you sure Theo? How do you know this? Because I have read it´s security but also they check your application also. Here is what I found... I have put bracets around
(the application for permanent residence form;) so what do they mean when they say the application for permanent residence form?

Background checks are done for all persons aged 18 or over before they receive a permanent resident visa. Documents used in these checks include the following:
(the application for permanent residence form;)
security, intelligence and criminal conviction records;
And immigration records for persons who have violated immigration legislation.

I clearly undestand and appreciate Memebrs by reading all inputs , still I will apprciate if you can reply to this particular query that Till what level of Background check one should Expect at CIC post ( Delhi India )as friend of mine is expecting PNP Nomination soon , he is outside Canada.
