Does CIC do background checks on people who are wanting to enter Canada for a visit and if so do they do this for all countries?? And also do they do background checks on people who wish to extend their stay in Canada before they grant permission or not? Something I´ve been curious about for a while.

No for Visitor visa its not necessary...Well for most coutries...
