Hi All!
Does FOSS & CAIPS have the same informations though I know that in Canada applicant should apply for FOSS and CAIPS for overseas applications.
Do I need to send $5.00 for FOSS along with my application as I am in Canada and my application for PR ( Spousal Sponsorship) is transferred to Local CIC office.

FOSS & CAIPS are two different systems so depending on what category you are applying as, you can only get information from one system.
According to what you said, your application is in-land spousal sponsorship. Therefore, you should apply for FOSS.
You don´t need to pay $5.00 if you are in Canada. Check the "Privacy Box" on the application form.

I wanna apply in a professional category. When I apply it I have to pay the fee. According to new system the application will be checked at Nova Scotia whether i am eligible or not. If i am not eligible my fee will be waisted or they will refund it. Would you pls explain it.

the only way your application will be considered is if you send in the initial application fee. Is it wasted if you are rejected - so do not apply unless you have done your research and believe you qualify. If you don´t pay it the answer is automatically no. Someone has to pay the person to look at your application - if you are serious the cost really should not matter. $450 (actually I just read $490 on the website) may be a lot of money for some but it is nothing for others.
There is no refund unless you stop them before they issue a file number which means you change your mind within 30-60 days of mailing in your application.
