Subject: Points
  The CIC already received my application...I did not take any English test but submitted several certificates, letters etc proving my English ability. I am just curious, if the CIC received your file and assigned a file number for you, does that mean that you met the passing 67 points?

no, it means you filled in all the appropriate blanks and sent in the appropriate fees. nothing more.

Though Sharon is right, but this needs further analysis. If you were not qualifying, visa officer never issue you a file number, but return your application with an advice letter. CIC "file numbers" are important and not allocated without proper reasons.

As far as your language abilities are concerned, first note that it is examined using multiple criteria. IELTS (or any other conclusive proof of language) is not mandatory, so your education/training, nature of occupation in previous years, level of knowledge/skills, personal suitability and official status of English in your country play important role in determining the level of your language proficiency.

In my opinion, relax and let CIC casework team to evaluate your language skills. If they will need further information, ask you to provide by giving appropriate time.
